Debra Weiss

Debra provides strategic and operational support to achieve business objectives in compliance with Gates MRI and industry standards for data integrity, safety, and quality. She has been overseeing operations since Gates MRI was founded in January 2018. Prior to her role as COO, Debra served as Gates MRI’s head of quality assurance & enterprise operations. Debra’s diverse background ranges from conducting clinical trials in an academic environment to working in large and small pharmaceutical companies, where she traveled globally auditing clinical trial activities and leading global QA organizations. Prior to joining Gates MRI, Debra served as group vice president of R&D quality assurance at Shire Pharmaceuticals and was named Shire’s Healthcare Business Women Association Rising Star in 2008. Before Shire, Debra was manager of worldwide clinical quality assurance at Merck & Co., Inc., where she led a team of quality assurance auditors and participated in a pilot program with the FDA on the use of electronic diaries. A registered nurse by training, Debra held various roles at the Hospital of the University of Pennsylvania and Hahnemann University Hospital from 1986 to 1996. Debra is an adjunct professor at Temple University teaching a graduate course in GCPs. She earned her MSN from the University of Pennsylvania and BSN from Hahnemann University (Drexel).

Roberta Duncan is the Chief Strategy Officer at Arcturus Therapeutics and has been in the biopharma industry for more than 27 years with experience from start-up and small biotech to big pharma and CROs. She is currently the Board Vice-Chair of the Alliance for mRNA Medicines (AMM), Advisor for Intelisci and previously held the role of Vice President leading CSL’s enterprise-wide mRNA Program.


Roberta has led complex programs, driving profitable growth, enhancing productivity, accelerating critical growth assets into the pipeline, leading revenue generating products, and enabling commercial launch and market expansion. Roberta has an extensive and diverse background across multiple therapeutic areas and business functions, inclusive of strategy, business development, business planning and operations, governance, portfolio and program management, program leadership, alliance management, R&D (including clinical development, regulatory, clinical operations, R&D systems and compliance), and product development.


She is experienced in R&D, strategic planning, and product development. Consistently driving growth and delivering value by building and inspiring high-performing teams. Expertise in fostering effective partnerships and achieving results through cross-functional collaboration. Specialty areas include rare disease, specialty population, and public health in drug and vaccine development. Roberta’s career spans across industry-leading organizations such as CSL, Eli Lilly, Bristol Myers Squibb, Shire Pharmaceuticals (acquired by Takeda), Trevi Therapeutics, Kendle International (acquired by Syneos), and Quintiles (now IQVIA). Roberta earned her BA in Biochemistry from New York University, as well as two MBAs in International Management and Strategy from Krannert School of Management (Purdue University) and TiasNimbas Business School (Tilburg University, The Netherlands).


Roberta is passionate about bringing new treatment options to patients and improving public health by embracing innovation, eagerly tackling the challenges and maintaining an excitement that comes with breaking new ground. Leveraging an extensive therapeutic background, executive experience, and technical expertise to make a lasting impact in the healthcare industry is her visionary mission and guiding light for others.

Lynn brings more than 30 years of leadership experience from the pharmaceutical and management consulting industries. She is an award-winning sales leader and currently a Senior Regional Business Director with Lundbeck. Lynn has always had a passion and tremendous success in the areas of developing successful individuals and high-performing teams.


She was a founding member of HBA Tampa where she was Membership Director from 2009-2012, President of HBA Atlanta in 2016 and prior Engagement COE President for the HBA Southeast Region and current HBA Southeast Region Chair since 2023. She is a member of the GA AFSP board since 2018 and current Board chair. Lynn is also a trained Crisis Text Line volunteer. 


Lynn is credentialed as an NSA professional speaker and holds an executive coaching certificate. Lynn is a graduate of Michigan State University where she received her BA in marketing. In 2022 she completed her MBA with a concentration in global business from Mercer University. In her spare time, she enjoys spending time with her family and sports activities.

Meghan Muniz is a strategic and impact-driven leader dedicated to advancing diversity, equity, and inclusion (DEI) through purposeful partnerships and people-centered experiences. As Director, PX and DEI Enterprise Partnerships Lead at Pfizer, she is responsible for identifying, creating, and sustaining strategic external collaborations that amplify Pfizer’s diversity, equity and inclusion strategy and foster authentic engagement with the community.


With a career spanning global initiatives for corporate, nonprofit, and government clients, Meghan has led high-profile projects including global sporting event hospitality programs, mainstage content programming, and the inaugural multimedia fellowship at Yahoo in partnership with the National Association of Black Journalists and National Association of Hispanic Journalists (2021). She currently works with community organizations and association partners to design meaningful activations that drive equity and inclusion across the healthcare industry.


Her contributions have earned recognition such as Out in Tech's Partner of the Year (2019) and the Healthcare Businesswomen’s Association Key Liaison Award (2023) and the global Everest Award (2024). Meghan holds a Bachelor of Arts in English from Villanova University, a Master’s in Management from the University of Denver, and a Cornell University certificate in Diversity and Inclusion for HR, with additional certification in Dialogue for Change. She actively serves as Vice President of her local alumni chapter, Director at Large, Programming for HBA San Diego, and mentors emerging leaders through Disability:IN.
 

Kristen Richardson

Kristen Richardson, Vice President, Business Development Operations, has been in the industry for almost 20 years including roles in operational program delivery, finance, and business development. Kristen has led and grown global teams in both large and small company environments. She has a strong reputation for successful process improvement from defining needs, designing new or updated processes, and implementing them with a goal of driving efficiency, scalability, and repeatability. Kristen has BA in Communication and Statistical Math from Wake Forest University, and an MBA from Campbell University.

LaToya Tapscott is the Senior Director, Global Head of the HBA Think Tank and she will focus on strategic planning, governance, and the development of products and partnerships to drive the Think Tank's growth and influence. As an experienced non-profit membership association professional, she brings 15+ years of experience in driving stakeholder engagement and fostering vibrant communities across diverse sectors. 

Previously, she served as the Senior Director of Digital Health Communities at the College of Healthcare Information Management Executives (CHIME) where she engaged healthcare technology executives and successfully oversaw strategic partnerships. Prior to that she played a pivotal role at the Association of Corporate Counsel (ACC) in developing and executing impactful programs for committee members, volunteer leaders, and corporate sponsors. LaToya's journey in the association industry began at the National Association of Student Personnel Administrators (NASPA), where she gained valuable insights into association management through various roles.


LaToya is committed to giving back to her professional community through volunteer service. She currently serves on committees with organizations such as Association Women Technology Champions (AWTC), Black Association Executives (BAE), and ASAE's Healthcare Community Advisory Committee (HCAC).

LaToya resides in Maryland with her family and she holds a Bachelor of Science in Marketing from the University of MD Global Campus and is a Certified Association Executive (CAE).

Petrina Hurtado headshot

Petrina Hurtado joined the HBA in 2014 and currently holds the position of Associate Director, Data Analytics and Intelligence. Petrina oversees the reporting and maintenance of internal data systems, ensuring stakeholders have access to accurate and actionable insights. Additionally, Petrina leads research initiatives and data analysis efforts for the HBA Think Tank, providing strategic insights to advance the HBA’s mission.

Petrina earned her master’s degree in social work from the University at Buffalo with a focus on community work, research methods, and program evaluation. She received the Therese Eusanio Memorial Award for work toward social change in the area of women’s health. She has held diverse roles in both direct services and administration of nonprofits including the Erie County Coalition Against Family Violence, Haven House domestic violence shelter, and Adirondack Medical Center. Outside of work, she is an avid knitter and Buffalo Bills season ticket holder.
